Buying a home in Bella Vista, Arkansas, is about more than finding the right floor plan. The area's lakes, golf courses, wooded lots and trails are a big part of its appeal. But Bella Vista also has a Property Owners Association (POA), an Architectural Control Committee (ACC), and rules that can affect your budget and plans for the property.
If you are comparing Bella Vista homes for sale, use this practical checklist before you make an offer. The fees below come from the POA's published information reviewed on October 27, 2026; always confirm the amounts for the specific property before closing.

1. Know the monthly Bella Vista POA assessment
The Bella Vista POA's official membership information currently lists a $40 monthly assessment for an improved property (one with a water meter) and $16 per month for an unimproved property (one without a water meter). That equals $480 or $192 per year, respectively, before optional amenity charges. The POA's definition depends on the water meter, not simply whether a home has been built.
These are mandatory property assessments, not optional club dues. The POA says unpaid assessments stay with the property. Ask the title company to verify the current assessment, any unpaid balance and the closing proration. Rates and rules can change, so confirm directly with Bella Vista POA Member Resources.
2. Separate POA assessments from optional recreation costs
Owning property does not mean every round of golf, boat registration or amenity upgrade is free. The POA offers different member cards and fee plans depending on how you use the amenities. Its published 2026 fee schedule lists the following examples:
| Item | Published amount |
|---|---|
| Activity Card | $40 per adult card, valid 12 months |
| Primary annual golf green-fee plan | $1,750 paid annually, or $1,810 under monthly-payment option |
| Primary annual golf seat lease / private-cart registration | $500 |
| Membership transfer fee | $225 |
| Property research fee | $50, where applicable |
Golf plans have eligibility and cart-related conditions, and the amounts above are not a complete cost quote. See the official 2026 POA fee schedule and ask which charges apply to your household. The published schedule states that amenity rates changed March 1, 2026.
3. Check closing-related POA and water charges early
Besides the purchase price, loan costs and property taxes, a Bella Vista closing may involve a POA membership transfer, water account transfer and water deposit. The POA's current schedule lists a $35 water account transfer and a $75 deposit for a primary residence. The contract and closing arrangements determine which party pays applicable charges; do not assume every listed fee automatically falls on the buyer.
Before your inspection or due-diligence deadline, ask your agent and title company to confirm the POA account status, any outstanding assessments, the transfer process and the utilities serving the actual address. A house with a Bella Vista mailing address should not be assumed to have identical utilities or restrictions to another home across town.
4. Check with the ACC before planning exterior changes
Want to add a fence, build a deck, repaint the exterior or put up a shed? Bella Vista's ACC reviews exterior changes, while the City handles applicable building permits. Some projects require approval from both. The POA's City, POA and ACC guide distinguishes the three organizations, and the ACC permit forms explain the application process.
Ask for the recorded covenants and current ACC requirements for the particular property before relying on a renovation plan. This is especially important when comparing older homes with homes needing substantial updates.
5. Verify lake and trail access rather than assuming it
Bella Vista is known for its lakes and trails, but being close to a lake is not the same as having private shoreline rights, a transferable boat slip or permission to build a dock. The POA requires registration for watercraft used on its lakes, including kayaks and paddleboards, and boat-slip leases are generally nontransferable. If a dock, slip or lake use is essential to your decision, request the specific documents and confirm rights with the POA and appropriate permitting authority.
The POA also distinguishes between amenities open to the public and facilities requiring membership or guest passes. Check the POA's frequently asked questions rather than relying on a listing description alone.
6. If you plan to rent the home, investigate the rules before buying
A future short-term rental is not something to assume will be approved. Bella Vista requires a city short-term rental permit, and the local Advertising and Promotion Commission says an owner must register with it and obtain a Certificate of Compliance before applying for the city permit. Permit availability, applicable caps, taxes and any property-specific restrictions should be checked directly with the city and the recorded covenants before an investment decision.
Also, the POA says short- and long-term rental tenants do not receive owner Activity Card privileges; they may use eligible amenities with guest passes and the applicable guest rates. Review the Bella Vista A&P short-term rental guidance and POA guest access rules.
7. Budget differently if you are buying a lot to build
Vacant lots can look inexpensive until site work, utility connections and approval requirements enter the picture. Confirm buildability, topography, access, setbacks, drainage, water availability and the applicable minimum house size for the subdivision. The POA's 2026 fee schedule lists a $2,500 new-construction water capital buy-in, a $2,356.53 new-construction water tap charge, and a $1,500 new-construction recreational amenities fee effective December 1, 2025. These are published examples, not a full project estimate.
Before purchasing a lot, ask the ACC and city whether your proposed home can be built there and get written utility and site-work estimates. See the POA fee schedule and ACC forms and minimum-size resources.
